Unless its regions have been expanded since launched in early April of last year, Digimon Tamers is even more restricted, being available only to those in the United States and Canada.

The same is true for Blue Exorcist, although it was licensed from Aniplex USA, which itself would have had only the rights for the United States and Canada.

That is likely the case. While there have been a few times that CR has gotten additional regions later, it isn't something one should count on.
