Kyle unsheathed his knife and followed a few steps behind. Securing the detonator and removing the charge pin from the detonation cord lead around his waist he began cutting the propane canisters free of the duct tape anchoring them to his body armor vest. With each one cut free he dumped the empty canister on the ground while he walked. He looked up after cutting the last one off and dropped it idly at his feet before sheathing the knife blade away, the canister pinging sullenly as it rebounded off the tile. When Penelope offered coffee, he politely nodded "yes" and watched Penelope as she talked.

Kyle paused at her inquiry a beat then changed angles.

-"Hmm, for now, let's just focus on your girl. Do you have a better description physical build, financial or personal assets, typical locations she hangs out at? She sounds like an old time-y name but you know these things. These guys live for centuries in a lot of cases so unless she's only a few decades old and feeling nostalgic she's probably got a small group of loyalists fangs, thralls... the usual deal. And she will likely maintain a certain appearance she's grown fond of."

Kyle looked at Penelope watching her as she worked,

-"What's this vamp to you, anyways? Try to turn you? Seduce you? ...This a revenge thing?"

Placing his cup in front of him with a loud thump against the counter she responded with held eye contact, "It's personal and that information is irrelevant to the deal." She let go and leaned back against the other counter as she blew on her coffee, staring down at it. "I know exactly what she looks like, pale, long dark hair, light eyes, dresses elegantly." Then she sipped her coffee.

OOC: hope you don't mind some fluff... i just didn't want it to turn into a boring 2 sentence back and for affair. let me know if you would rather I did that. I've done some in the past and just totally lost interest. It never feels like there is character development, well clear character development.

IC:

-"So... the usual deal, huh? Figures, Vampires with established names never try anything... NEW."

Kyle looked down at his mug and suppressed a smile before picking it up and eyeing it comically.

-"World's Greatest Dad, huh? Should I ask... or just say 'Thank You'?" He spoke with a slight hint of his usual comic guile.

In truth he didn't care much for the back story of a little girl hunting a Named Vampire. Everyone who lived long enough in this line of work did so because they had unfinished business, Kyle himself was no exception. It was afterall, clear convictions which drove people to confront and overcome the very terrors they sought to put to rest themselves before they let the last curtain fall. Every survivor, every hunter was in fact, each the author of their own horror story. Kyle himself had vowed no one but he would pen his own last chapter in this life. Maybe even an epilogue if he were lucky.

And although he didn't care much about her backstory, Kyle did find he cared about the girl. She reminded him of an old partner he'd mentored under in his first days with the Western Guild. The Hunter group he was currently associated with now. It was Lucretia that taught him why a Hunter fights rather than methodology or technique. She expressed that even if they took everything away from you but your pride, a hunter will fight and never forget the reason they do. She said it was because we must. The job has become who we are and only you and those around you will ever know or share the feelings or empathize with the experiences we Hunters will experience. Kyle pondered how long this girl must have had to rely on herself. Additionally, how strange and annoyingly new this must be for her. She didn't seem like the type to forge lasting bonds, though to be fair, a RARE few ever did. Kyle ruminated on how long had she must have had to fight alone. He knew that feeling rather well. Aside from the cold emptiness of bitter resolve it was lonely... moreover, you learned to block people out.

Looking at her she was young, 17 maybe. A few years older than he was when he took that first bloody step into the rest of his life. And this girl looked like she'd been working for a while. Her technique and blatant paranoia stood testament to that. Kyle decided then for as long as their current terms lasted, he'd do what he could to keep an eye on this one. It was a nice feeling. People were assets only when they were not team players. However grudgingly this young woman may have had to make the transition. She still was playing on even terms. Kyle had to respect that too.

As he watched Penelope sip her coffee Kyle asked the most important question that would determine the next few days:

-"So... you have a plan?"

(i know wat u mean, i dont mind but whereas u write more about wats goin on inside ur characters head i focus more on actual things taking place)

Penelope smirked and then looked up from her coffee, "I thought you'd never ask." She stood up and nodded at him to follow her, "Come." With coffee in hand she'd go up the stairs to her open bedroom, the only thing that gave it away that this is where she slept was the cot in the corner. Aside from that it looked to be a mix of an artillery room and an office, with weapons and newspaper clippings all over the walls. As well as a map with pins on it and few pieces of clothing on the floor. She went over to the map, "I've been tracking her best I can, it was hard at first but she's getting sloppier. Bored, bloodthirsty, who knows why, I could care-less." Then she walked over to the clippings on the wall, "But I've connected some locations with that of some mysterious killings." Then she turned to him, "Sooner or later she's got to go to that hookah lounge, I've just been waiting for some strange activity." She scoffed and looked away, "Hence why last night I was sooo...yea." Then she looked back up at him and gave him a quick smile before asking, "So?" Then sipped her coffee.

Kyle took a long look around the room. Considering the mess it didn't smell dank and stuffy, commendable. Kyle took a few steps to the webbed network of clues mapped out on the wall and traced his fingers between the pins. The foundation looked solid, best he could tell. Since she wasn't one to give up details on the mark he'd have to assume by "Sloppy" Penelope actually meant a calling card in each of the murders. However at first glance, grisly barely covered the description of each. Pictures in each of the newspaper clippings were abosolutely visceral and had it not been for the yellowing black and white paper stock they seemed to print everything on in this place he could only assume all the dark splotches on the floors, walls, you name it were... the victims themselves.

Kyle silently turned from the Wall of WTF and surveyed the rest of the room in a 3 step semi arc. He noted the armaments hanging from gun pins or secured to weapons lockers lining the walls, 'Nice'. He also noted the clothes piled on the floor and the forlorn looking cot in the corner. Looked like home. Well if you can call an 18'x24' concrete box in the depths of the Guild Elite Barracks home but the personality of this room felt the same. He turned to Penelope at her inquiry.

-"So... I think it looks like you've done some homework and seriously considered this target. Still... somethings don't sit right with me. First, what makes you so sure your vamp is gonna show at the Hookah Lounge? Big time names generally don't go there to meet up. Especially those in the upper echelons. 'Too Common' I've heard it called. Second, say she does show and you are there to just gather recon or soft information, she probably knows what you look like, how do you plan to do surveillance without being spotted? She makes you or sees through your cover and she'll probably not give up anything good. Last, if you're planning on taking this one down or tailing her back to another location, what kind of security detail does she roll around with? Anyone that high up on the ladder has some serious hitters. I'm talking Fangs, loyal ones, good at hunting Hunters. She gets wind of your scent and next time you turn around it could be into her bodyguard's neck bite, as an additional point, how much of a retaliation can we expect when the ol super bitch doesn't clock in for work the next day?"

Kyle looked at her and scratched his chin, it was a tell. One he would need to check in the future. In either event, this girl looked ready to close the net. Question was, could she do it?

Penelope was taken back by all the questions, few she had not thought of and even more she didn't have answers to..."Well.." She shrugged, "She's out for the guild as much as we're out for her, she knows some of us go there so why not plan an attack? As for surveillence, that's what I was doing last night, I can't go inside so I watched from the windows and gathered a pretty good layout of the place." She tapped her head. "Her security depends on her mood, but if she went to the hookah lounge I'm sure she'd have two guys at most, who will probably be disguised as good company." Penelope smirked, "If she catches wind of my scent she'll be the one to go after me, not her bodyguards. I think maybe even her guild would be happy she's gone, she's only second in command anyways."

Kyle walked over to a vacant chair by the paper strewn desk near the wall of clues, set his coffee mug down on the desk surface before he draped his coat over the back of the chair and took a seat as Penelope spoke. He opened a few drawers, rummaging around and withdrew 3 colored dry erase markers. Standing up he stretched once and strolled over to the white erase board on the far wall.

-"That takes a lot of assumptions into account with a very high volume of risk, the predominant one is your exposure and subsequent death squads or an out in the open fight on Belle's terms, not a winning situation generally speaking."

He drew three long vertical lines sectoring off the first half of the dry erase board and began writing.

-"However, I think I see the angle you're going for but there's high risk with low success and then there's high risk with calculated success."

As he spoke he wrote in broad strokes, his writing etched out in flat all caps fonts.

-"So, with that in mind why not work with the risks you're willing to take and formulate some options? In the Western Alliance Initiative where I come from, we always assert a simple statement of fact when planning anything involving hunting. 'Survival is not earned by physical dominance but by thoughtful prudence and calculative planning.' Essentially, as humans we'll never be as fast nor as strong as our quarry we hunt. We don't have a Vampire's Seduction nor their abilities to change forms. But we can be as smart as them, smarter even; because we are willing to adapt faster since we live shorter lives."

As Kyle wrote in each column he webbed out a simple flow chart in each sector of white board. The left in Blue, center in Green and right column in Orange. The pens squeaked softly as he continued.

-"Knowing this as a certainty, about 300 years ago one of our founders established a doctrine of protocol. A survival guide as well as a step by step plan of how to ascertain whatever it is you are seeking from a vampire be it information or a stake through its heart, all of it gained via subterfuge and espionage..."

Kyle turned to Penelope to make sure he still had her attention.

-"... spy work, basically."

He turned to the white board and did a quick once over on his work before turning to Penelope and continuing.

-"What I see you are attempting to do, we in the Initiative call ‘Operational Groundwork’, however that on its own merit is not worth any measure of risk unless you are operating alone and without backup and have to make your moves slowly or very very quickly. Since there's two of us now, we can scratch either situation as a potential limiter and take it one step further. You have three main goals when confronting a target: 1. Gain it's trust, 2. Ascertain information for the Kill, 3. Make the Kill and bury the witnesses. To do that, you’d have to choose normally from three separate approaches. Covert Operation, Tactical Operation, Combined Assault. Only one actually addresses all three steps.

Kyle gestured to the three flow charts.

-“Covert ops generally are high risk and very high reward though if you make an error, you have to have a contingency option for every leg of the mission or you’re dead. You can’t leave anything up to chance. However, it will be the closest we have to making a confirmed kill and then some... Tactical Ops are generally working over staff and personnel close to the target via bribes or getting the mark themselves to question said staff member’s loyalty and getting rid of them for us making the job easier, then we send in an agent into the target’s home to make a kill with minimal planning other than infiltration approach, the hit and exfiltration. Dangerous, high risk and no options for support. The last is Combined Assault, we make no pre-operation groundwork other than time and place, pay off a few employees at the Hookah Lounge to look the other way, as in leave when we make the run, come in guns blazing with smoke and flash grenades, you stake the one you want, we run out and more than likely get both our faces plastered on both human and vampire hunter lists from here to Japan for the next 50 years. Efficient but not very subtle and you have to live life on the run. That and I also lose my career with the Initiative.”
As Kyl e ran through the checklists, he tapped each colored marker to each bullet point on the flow charts to assert his point.

-“To be frank, I think our best option is a covert approach and I’ll explain why. “
Kyle reached under his stab vest and withdrew a small syringe and walked over to Penelope’s desk and laid it down next to his mug.

-“The only way to do this right... is to infiltrate Belle’s inner circle. Since Belle is a leader class Vampire she doesn’t trust anyone who’s not a thrall or a Fang. Thus... you’ll have to pose as a vampire. “

Kyle barreled on with his explanation. No hunter ever wanted to take the guise of a blood cursed vampire but this was one of the reasons it was an effective approach. Vampires knew that fact as well.

-“That syringe is a compound that does one thing. You get a blood sample of the target and that of one of her subordinates and it will mask your identity for 72 hours. Everything from Bioelectric Resonance and Pheremone Signature to the way your blood smells and tastes. Your mark and everyone around you won’t mistake you for the vampire you’re borrowing some cells from but they won’t be able to identify you as Penelope either. As a bonus, since you’re essentially doing cell leasing everyone who is a vampire in Belle’s court and employ, even thralls will be given a subtle but strong sense to inherently trust you. Vampires identify both humans and other vampires on genetic markers. If what you say is true and Belle is getting sloppy... normal for longer lived higher power vamps who’ve been alive too long, this is your ticket to completing step 1. Gaining her trust. Additionally, it’s an impossible to break this cover from the most important perspective to a Vampire, blood. I had Landry cook this baby up for me last night after I got retooled with a couple other things. Keep in mind though, you don’t want Belle to drink more than is necessary to verify your authenticity, blood memories cannot be faked. Additionally, with enough she’ll figure out you aren’t one of her own. “

Kyle’s tone grew serious and he turned and faced Penelope squarely.

-“The key to covert ops is giving your targets everything they want to see and hear, right up til you stake them in the heart and walk out their front door. It’s asking for a lot but this won’t work any other way. Vampires have distinct ways they dress especially the higher power ones and everything from your attire to your manner of speech to how you conduct yourself will be closely scrutinized. Additionally, I’d like to add that the measure of risk involved with this little syringe is far less than themeasure of risk in open surveillance without either a back up plan or a next step. As for support, I’ve got Landry from the Initiative on standby and there’s one other...”
Kyle paused a bit, but continued after a beat.

-“In either event, I'd say this is our best way in. All we’d need left is some ‘Eye Glow’ and backup contacts for your eyes and I’ll be there as a trusted ‘Thrall’ to give you backup in the event things go south and we have to beat a hasty retreat. At the least, you won’t be alone; if you think it's worthwhile, we can move now to get this rolling and I can explain the next part... how we make this all look like a hit by one of her subordinates and you come out as the new leader of her group, enough I hope, to set the Vampires to fighting each other."

Kyle, sized Penelope up again and walked up to her from where he stood by the desk.

-"Last thing and it's just as important as everything else. Do you own anything... revealing and can you dance?"

Penelope shook her head and backed up with her hands in the air, "Woah, woah, woah. Wait a second." Rubbing her temples she turned to sit on her bed, "That sounds like a great plan and all but...she's seen my face, she's heard my voice, she-she knows who I am." She had her elbows planted on her knees and her hands folded, her voice started to get shaky, "She..." Then she cleared her throat and stood up, "This isn't the way I want her death to go down, I don't just want her dead, I want her to pay." Her face was unwavering as she spoke to him now.

Kyle's expression and tone softened as she turned away. He understood somewhat what she must be feeling, since he'd seen it all before; just with different people in different places. The downside was he didn't really understand how to make it easier for any person to accept. He considered that then chose a different angle.

-"Okay, so you want her to pay, I can respect that. But the question is: how? I know it's not part of our agreement but maybe if you tell me what happened we can figure something out between the two of us. If it's as personal as it looks like from here, then there's gotta be leverage somewhere we can use. But I can't help you find that leverage if I don't know the details."

Kyle half considered appending altering details to their initial plan but suppressed the urge. This was a personal vendetta for Penelope and simply approaching the job objectively would not gain him any more of her trust, especially not in her current state. Kyle picked up his coffee, thin whisps of heat vapor curling away from the rim. He took a sip and walked back over the evidence wall and tried to search for a clue that he wasn't even sure he was even looking for.

Steele entered the base grounds after having a somewhat boring evening in the outside world. At least he had feasted on a pair of fresh and fine felines.
