I mean we can compare within one anime, that is like comparing types of apples, and you can most of the time decide on the best one.Then now when one tries to compare characters from other anime, it is impossible. You are still comparing types of apples, but then now an orange, a banana, and melon roll in, you can't really compare them to the other apples, as they aren't apples. You have to realize that in every anime they exist in different universe, each with its own set of rules. What would happen to some characters were put in universes where some limitation were lifted while others put upon them, would they still be as strong, stronger or weaker?

However, IIRC, in F/E, Ryougi is summoned as a Servant and her stats are provided so it can be use to compare her against the other classes. One doesn't always have to engage in a fair fight to be considered stronger than the opponent. As for your other question(s), I can't answer since my knowledge is from the anime.

Being summoned as a Servant makes you mythical being,and stats will follow accordingly . So Ryougi human (im only using human in a loose sense considering what she is) and Ryougi Servant are two different beings entirely. Meaning the servant is buffed up version of her much like Counter Guardian Emiya is a buffed up version of Shirou Emiya. (Shirou only managed to beat Emiya due to him being already at death's door and by pure determination in Shirou's part, that even Emiya himself is reminded why he even became a hero in the first place.)

After some time, they try to move their hands, but the third God says not to move because it would shatter the 3rd dimension. I think this universe is what they call the 3rd dimension. They didn't even try very hard and the situation became that dangerous. Goku can't even compare to that.
