I almost died watching all of the Air episodes in one day.
After the first 5 episodes, tears started to flow and I just bawled my eyes out during the last few episodes.
That was for me, the saddest anime ever.

Anyway, Kanon and Clannad are tied for me.
I watched Clannad first (dubbed). I mostly knew the major things that were going to happen (spoiled myself beforehand). Still, I got watery-eyed twice (didn't cry, though. By the way, I consider Clannad and Clannad After Story to be one series).
For Kanon (dubbed), I didn't know what was going to happen. I don't recall ever get watery-eyed, but it was still sad.

I never really got the whole appeal of Rumbling Hearts. I agree, certain parts of it were sad contextually, but there was just something about that anime I couldn't get into no matter how hard I tried. I think my desire to finish it and put it in the past overrode my other emotional responses to it.

Have not seen Clannad or Grave of the Fireflies, typically only watch comedies but I will search for them. Kanon has my vote, also Angel Beats. Though they had their sad part over all were a happy story.

clannad cannot be beat when it comes to sad its an anime that makes just about anyone cry and for some who haven't seen it i highly recommend it
