While it's true that many anime dubs are crap (IMHO), there are others that do a pretty good job of it. Sometimes it might be a single voice from a cast of VAs that stands out.

What do you think are the best English (or other non-JP dubbed language) voices that seem to really fit the characters.

I'll name a couple now:

Konata Izumi (Lucky Star): While many of the voices in the English dub of this moeblob otakufest of an anime felf VERY out of place (as many English dubs of moeblobs do), it seemed to me that Konata's English voice was spot on.

Hiiro Yui (Gundam Wing): While the voice cast of the dub of GW was good all around, I think Heero's voice was above and beyond, capturing the feeling of him being an emotionless soldier.

While I, as most here does always watch anime with the JP dubbed language, there are these few shows indeed that has captured me in english.

A good example is FMA. Vic Mignogna and Aaron Dismuke performs outstandingly as the english Edward and Alphonse. I can't watch FMA if it's not the english voice actors, they are really great.

Another one that really got me was the english version of Yami from Yu-Gi-Oh! Dan Green has the perfect majestic and justifiable voice for an ancient powerful pharaoh. His over-the-top dramaticness is spot on and quite hilarious at times.

I love it when Yami would go "We've arrived at the heart of evil..."

And Kaiba would just point out flatly "do you always have to be so dramatic..?"

Desert Punk has a great dub. Could switch between both with no problem.
Dragon Ball Z I believe the dub has better voices then Japanese version.
Inuyasha has a great dub for American TV as well; could have fooled you into thinking it was an American show.

^You really shouldn't abuse the term "weaboo" like that.

Anyways, I only saw a couple of clips, but the English voice for Yutaka in Lucky Star struck me as actually pretty good, especially considering that sort of character is typically very difficult to dub well in English. I believe the VA also voiced Viridi in Kid Icarus: Uprising. The VA for Light in Death Note is also pretty good.

In my opinion the English dub of Hellsing is well above the original Japense dub, which is very good itself. The voices match the characters perfectly, with special mention going to Crispin Freeman's Alucard which is so good that many Japanese viewers actually prefer his version to the original.

I'd also like to give props to Justin Cook's performance as Yuske in the English dub of Yu Yu Hakusho. The man has the best "smartass punk" voice i've ever heard.

I would have to say some of the best english voiced anime i have seen and would rather watch in english are.
Trigun
Cowboy bebop
Outlaw star
Nausicca, Princess mononoke, as well as most other studio ghibli works
Rayearth
Nadesico,
Evangelion
Berserk
Noir
FLCL
FMA
Yu yu hakusho
rurouni kenshin, I actually hate the japanese kenshin voice.
Full metal panic, the japanese voicing may be better but i just feel its better in english.
There are plenty more that are good dubbed but out of most dubbed anime there are a handful that are good and most bad. but that isnt to say there are not bad japanese voiced anime, ok that was a lie, lol

Gundam Seed had a pretty good dub, as a lot of the voice actors had also voiced in more famous shows (like Ed Edd 'n Eddy, for example).

Pretty much every Studio Ghibli will have some good dubs, since they hire professional actors (like Matt Damon and Liam Neeson in Ponyo).

most of the stuff that came on toonami/adult swim in the early 2000s had a good dub. My favorite dubs would be Bebop and GITS

There is crap Japanese voice acting too, just saying. Anyway, there's too many to mention for me. Wendee Lee as Haruhi Suzumiya in The Melancholy of HaruSuzu, Stephanie Wittels as Misaki Nakahara in Welcome to the NHK, Sarah Williams as Sayaka Miki in Madoka Magica, Spike Spencer as Shinji Ikari in Evangelion, Chris Patton as Keima Katsuragi in The World God Only Knows, and Kent Williams as Scythe Master in Phantom Requiem for the Phantom are some examples.
