No. Like most catalog series, those two series are licensed from a U.S. distributor, who didn't have rights for anything beyond the U.S. and Canada. While there are a small number of shows that are for premium members only, those should still be listed if they are available for the UK. The only difference is if you tried to play one, you would get a message stating it was for premium members only. Both shows were offered previously on other U.S. streaming services, which also still have them. One reason CR can afford to get these series is that for the company offering them to CR, it is just seen as an additional outlet, and the subtitling costs have already been covered. Manga Entertainment holds the rights for Angel Beats in the UK, but they don't seem to be interested in offering their title to CR for streaming.
