You can find Seasons one and two of Hakuoki on http://www.goodanime.net It's where i watched them. But I'm pretty sure you can find them on youtube too, you'll just have to look a bit harder to make sure you get the subs in a language you understand.

I prefer supporting the industry vs. streaming sites that are compiled of fansubs. I only take the fansubs if I can't find an official stream to watch.
