I'm not exactly familiar with the rules and regulations surrounding such a thing, so I wouldn't call him "negligent" per say. But I would call him a scum bag. Chances are the other people on the scene also had places they needed to be, but they stopped to help anyway. That's the difference between a decent human being and a piece of shit.
