As I noted in my update message, at roughly the same time before the fall season, only 12 series were listed and now we have 44. The announcements for winter series will begin to accelerate once the fall season is under way.
By around the end of the first week in November, the titles of about 80% of the winter series should be known, although the details on many will still be vague at that point (i.e., we will know they are winter series, but on a portion of them will have more specific premiere dates, studio, and/or network information). That information will trickle in over the following 6-7 weeks into mid-December to pre-Christmas, along with the remaining 20% of the series titles.
Regarding other sites, you should keep in mind that some like to be more speculative than the chart makers and more reliable sites, and will toss in everything that has been announced but not pinned down to a specific season as coming the very next season. In some cases, an anime that has been announced as green-lit could be as much as a year away (if not more). An anime being announced during the fall as green-lit doesn't mean it will premiere in the winter.
