Of course some of those views/downloads would be from people outside Japan, and then there's some views by people that wouldn't stay up to watch it on TV anyway, but that doesn't change my point.

The article doesn't list which TV station will broadcast it, but says that it will also air on niconico. This counts as a winter anime, right?

Yes, with a February premiere, it would be a winter title. The translation of the information on the website lists the following regarding the broadcast: (Tue) (tentative) February 5, 25:30 - 25:45 Tokyo Metropolitan Television (Wed) 24:00 ~ 24:15 Sun June 2, Tochigi TV Since that February date is listed as tentative, it may be prudent to hold off listing it as a winter anime for now.
