If they don't announce the second season before this year is over, then they'll probably announce it together with that special. Most animes doesn't get a second season announced right after first ends, or in the same month. I can't even mention 10 which have been announced in the same month. K-On, Bakuman, Fate/Zero(though this one was just split up), Jormungand's second season was announced before first started.

I hope there will be a second season, otherwise the story is left totally incomplete! They've only taken on three of Kuroko-kun's old classmates, there's still three more! Plus, the manga goes way further into Kuroko-kun's adapting a new style of basketball for his "Phantom" styled play, it would suck not to see it animated!

I have read as far as the introduction of the other 2 guys Akashi and Murasakibara and the mentor senpai of Kagami and Hyuga's senpai who was injured last year and is back to join them in the Winter tournament. Man,,,, there is going to be a lot more basketball action for the Winter tournament basically focusing on those 3.5 players , if and when the next season comes next year. So far this my favorite sports anime , Area no Kishi died for me.
