To be fair, Spooky Boogie knew something was wrong and knew the situation was serious of the PSB were investigating. Akane couldn't share investigation information. That's a serious offense, and would be far more sloppy as police work. I agree though, she could have told Spooky Boogie to be careful. Not that a warning would have helped. No one could have expected the meetup to be that dangerous.
The PSB has to be seriously worried...

Click to show or hide Not only did the bad guys detect dominators, which they shouldn't have a clue how to do--and the PSB probably don't know this was the cause of the failed raid--but they simultaneously hacked all the avatars to appear like Talisman during the raid. Plus they knew Spooky Boogie offered to help.
The bad guys obviously have government connections, know how Sybil is setup, and probably have a mole in the PSB.
The capabilities of the bad guys have been grossly underestimated.

Obviously, Kougami ran into a case that he just couldn't let go. We know who the bad guy is, but we don't know what he did.
The philosophic additions were a nice touch in the show. I wasn't familiar with the Japanese one, though the concept sounds familiar. I wonder if that was made up for the show.
You know, I'd hate to be the cleanup crew that has to follow these guys around. Dominators make too much of a mess.

Haha, I thought something like this might happen, I've been looking forward to getting some depth to these characters. I knew it was there, it's just a matter of time. Good mix of Philosophy too, although to be honest, it seems like they're sort of just throwing names out there. The world itself seems to invoke a lot more thought for me. At any rate, it will be fun to delve into Kogami's past a bit.

Really enjoyed the last two shows.
As far as the mess up that happened in episode four I wouldn't call it incompetence so much as overconfidence. As deadpanditto brought up, they just seriously underestimated the bad guys.
Spoiler Alert! Click to show or hide They most likely expected this to be just one lone person and not someone being backed up by a crime organization with connections, which it looks like these guys are.
Also am I the only person becoming more and more impressed with Kougami? I mean he figured out how to find out who this person was in like less then five minutes, and figured out that Spoiler Alert! Click to show or hide Spookie Boogie wasn't the same person anymore just based on speech pattern. It really sucks that by essentially becoming better at his job by learning how to think like the criminals that he ended up being demoted to an enforcer because of his higher Psycho-Pass.

Episode 6 -- Finally, we have an allusion to a mastermind and the possible source of Kogami's mental state. Both developments mean we will hopefully see an end to the somewhat episodic storytelling, and get some depth to the characters. Either way, I'm loving the dialogue in this show, and I can't wait to see where it goes from here. This show could turn out to be my favorite this season. It already has my favorite opening and ending sequences.
Edit: Actually, Psycho-Pass and Shin Sekai Yori tie for best ending sequence.
