That incident has nothing to do with the incident in episode 21. The reason Sorata was angry at her then was because she was injuring herself and didn't seem concerned about it. He finds it hard to think of her as a girl with normal emotions, probably because of how different she is from your average person. The title of the show is "The Pet Girl of Sakurasou", but Sorata seems to treat her more like a pet than a girl. But that's a completely different scenario, and I don't think Sorata's motivation is the same this time around.

I just don't believe he vented his frustrations because Shiina was there. Everyone else had gone inside apart from him and Shiina, and the barely opened letter was the straw that broke the camel's back. Had he been on his own or with Nanami when he opened the letter, do you think he would have somehow staved off that breaking point and waited until he was alone with Shiina to release his frustration? That's what it boils down to here.

Look, I don't think Sorata is looking at Shiina in the right way. I think she deserves to be treated more like a girl. But I also don't think that he's blaming her successes for his failures. It's been made clear that he idolises Shiina's undying perseverance. He just has no idea what more he can do.

Not to mention that he never apologized for lashing out at Shina the first time. Their reconciliation at the park was practically a non-apology for Sorata, in fact, he tried to justify his behavior to her. Besides, he's been working on this project of his for what? A year, maybe even less, so it's infuriating to see him throw a shitfit when the other tenants of Sakurasou have been working on their craft for a much longer time.
