TWIST IN THE TALE

Turns out, my computer is the culprit. No idea why, but when it's on, all of those issues occur. Off? No problem.
I pinged my router (in cmd) and it fixed itself. Then, I turned it off, and now it won't fix itself when I ping a sever. Any ideas?

Open up cmd.

Then type in "ipconfig /release" without the quotes.

After that type in "ipconfig /renew" without the quotes.

Scan your computer for viruses and spyware as well. Download and run AntiVir and Malewarebytes. http://www.antivir.com/ http://www.malwarebytes.org/

I haven't heard of an issue where a computer being turned on connected to the same LAN will cause another device to not be able to connect to websites properly.

I've done scans with IObit Malware Fighter, Malwarebytes, spybot - search & destroy, and System Mechanic's built-in scanning. None of them have found anything. Full scans, too.

I did the ipconfig thing. nothing fixed.
