Because over 65 percent of their revenue comes from those 2 countries alone so of course they have to care about them the most. US and Canada are also License together so it is convenient for them to license them rather than licensing country by country and loose more money that what is coming in. If only there was some way to license a series for the whole world at once and save money.

Holy shit,Brazil never broadcast these biggest animes -.-

These "catalog" titles are almost entirely series licensed by North American DVD/BD distributors. They only have the North American rights in the first place, so Crunchyroll can only get the North American rights from them.

Sometimes the Japanese licensor will license out "English Language Country" rights (US, Canada, UK, Ireland, Austalia, New Zealand, South Africa) ... but then the North American licensors try to sublicense to a Australia/NZ and a UK distributor.

North American distributors never pick up South American rights, so they'll never have Brazilian rights available for Crunchyroll.

The only time Crunchyroll has been able to get broader rights was when they licensed a sequel series and picked up the first one as a catalog title. Two times, Crunchyroll seems to have been able to get the extra rights bundled as part of the simulcast deal.
But Kimi No Todoke and Toradora anime versions don't have any rights in Brazil,Brazil's anime market worsing and worsing on a each day -.-

And again i'm not happy. Those two animes are wonderful and I would love to watch them again, this time on CR.
It's ridiculous. We, the non- North American CR premium users, pay the same amount of money as the premium users from these countries but we get less than half the anime than members from Canada and the USA (theirs have ads and only six episodies) but that is better than what we get

I wonder why Toradora is posted at such low quality. It only shows at SD and not HD.

Because they can only do the best quality for the time the series came out. They do this because it would be like putting a 720 tag on a video that even on 720 plays 480....because it's not remastered......so....yeah.

Toradora was made in HD, and aired in HD in Japan. Anime hasn't been made in SD for many, many years now.

Toradora did not air in HD in Japan. It also was originally sold DVD only. There was a BluRay set released recently but they used a new process from Sony that took the SD master and created a HD BluRay, so it was technically an up-scale, although from comparison images I've seen the upscaling process did a good job.
