well, to give real information that is informative:
there is such a thing as a window of opportunity, it lasts for about 3 seconds after you have eye contact.
two i wouldn't tell them they are cute. You would have more luck telling her how you just saw another girl wearing her outfit.

Hmm, I find if you rush up and ask to go out sometime, some girls will just reject you. And some well, some just do it anyway.. I dunno, I don't like to ask for random dates, you don't know what nutcase your gonna get, so at clubs, I ask for dances and I'll buy a drink, see how it goes. at a party I'll just chill and talk to the girl as I would anywhere else and if the convo is interesting I'd take it from there..
