Kids on the Slope
Angel Beats (not technically romance but it did have a few scenes that made it all worth it)
and yes Toradora (imo the epitome of the romantic comedy genre)

if you haven't already, watch The Pet Girl of Sakurasou (shaping up to be a real contender for best rom-com 2012 imo)
