Anyway, the words "voice actor" alone can be refered to the american voice actors. Although the meaning is the same for seiyuu , I use the word seiyuu when I am talking about the japanese voice actors.The seiyuu school have singging and acting lessons for their training and most of the popular and pretty ones gets a music deal most of the time.
That makes no sense, what about other countries? All (Ok, most) of them have voice actors and actresses in them. Yeah Seiyuu is just the term for voice actors/actresses in Japan - but they are still voice actors/actresses. Do you get what I'm trying to say? There are schools for acting (and voice acting specifically) in countries outside Japan as well (I'm sure you already know a lot more about these kinds of things), though Japan does have a vast amount of them since their culture thrives in that profession since the end of World War 2. Sorry if I sound a little scolding, it's just your post makes it seem like Japan is special when it isn't.
Anyway, I don't have a favorite voice actor or actress - I appreciate all of the work any of them do.. so I can't choose a favorite.

I love May'n's singing voice. Other favorite names behind the voices are Miyuki Sawashiro, Eri Kitamura, and Nana Mizuki. I especially love how they have all played vastly different characters with vastly different voices.
From Miyuki-san we have: Kazune, a boy role (Kamichama Karin), Shinku (Rozen Maiden), Saeko (Highschool of the Dead) and Yoru (Shugo Chara)
Eri Kitamura: Seira from Mermaid Melody (for playing a child character that singing was beautiful), Miki/Cure Berry in Fresh Pretty Cure, and Yui from Angel Beats (which i haven't seen to be honest, but I heard her songs)
Nana Mizuki: Utau Hoshina (Shugo Chara) Fate (Lyrical Nonoha, another show I haven't seen but that was her breakout), Tsubomi/Cure Blossom in Heartcatch Pretty Cure, and both Mokas in Rosario + Vampire (perfect example of how she can play different character types)
