The perfect time to get a pet occurs when the two following conditions are met
1) You are able to properly take care of it for the entirety of its life. Don't abandon or neglect pets!!!!!!!!!
2) You feel as though you would most benefit from its companionship. Many mock people like me and scoff at me as a crazy cat person - but there's nothing like an affectionate pet to cheer you up when you're feeling down!

If you have the time and money to take care of them properly.
And it depends what animal you're aiming for. A dog is going to require a lot more vet expenses, feeding, and training, than a hamster will. Do your homework about what kind of pet you're getting in advance, so you know what the costs will be.
If you're 17 and talking about yourself, are you going to be going to college soon? If so, you might want to wait till after college, since you might have to end up leaving it at home with the family unless you'll be commuting every day from home.

When you're able to take care of yourself first. (when I say you I mean people in general, not aimed at anyone in particular)
I wouldn't get a pet if I'm the type of person who leaves dishes unwashed... room's always a mess etc.
