For comic in a drama setting , I would choose Namba Mutta from Space Bothers. I never cracked up so much from one character in a long time.

Kaito Daimon for Phi Brain: Puzzle of God, because of his mad puzzle-solving skills. Kouichi from Another, for... maintaining his sanity throughout the anime. Yuuta from Chuunibyou, for being a cool guy. Also, Rikka from Chuunibyou, for... some reason... Houtaro from Hyouka, for solving mysteries. Scooby-Doo's got nothing on him. Actually, Satoshi, Eru, and Mayaka deserve mentioning, too. Riki from Little Buster!, for having to go through... whatever he's going to go through in the future. Oh, and three from Robotics;Notes: Yashio Kaito for being an "undercover bro." Akiho, from having a fun personality. And Skal. Yes, the drink itself, for being the next Dr. Pepper!

That said maybe some of the characters from Shin-Sekai Yori (From the New World) will make my list, the series just needs to finish up first before I can say that though
