Above other things in life? That might be a sign of sexual addiction, and a cause for concern. But thinking about it often, and acting on it just as often, are two different things. If the person in question is mentally and emotionally stable, and functions well socially while also having an overactive sex drive, then no harm done. I wouldn't call it "normal", as an overactive sex drive is inherently above the average. Besides, while most men hit their sexual peak at around 18, some just don't taper off as quickly.
