If you are just looking for shark skins any old shark will do. Just swim out off of just about any cost and you will find some sharks. Later in the game there is a specific Rare Hunt for a Shark though I don't remember if that one is the Great White or not. It is possible you can't find it until you get to the southern island, there are a number of animal and plant varieties I never saw until I got there.
