Clannad+After Story. Beautiful. Also, the fact that it is made by KyoAni helps.
Angel Beats is probably 0.6 points below it (If only it were longer- even if just a little!).
The OVA brings it up by 0.4 points, though (OPERATION HIGH TENSION SYNDROME!!!!).
If Little Busters+Refrain become what I expect (like Clannad), then maybe. (Most likely not).
...This is tough...

Angel Beats! is not a Key anime, even with all the Key product placement. People who work for Key worked on it but that is it.

I really love Kanon and Clannad but haven't brought myself to watch Air or Little Busters yet.

How would you define "Key anime," other than "an anime that the main writer of Key worked on"? Honestly, in a sense, Angel Beats is the only Key anime, because all the others were adaptations of their games, rather than being directly written by them; they're not an anime studio. Either way, this argument is pedantic.

Clannad used to be my favorite, but I think I like Angel Beats more, because it's the only one that's significantly different from the Key formula of "cute girls with ginormous eyes + slow-paced moroseness and tragedy = viewer sadness." I actually think it would have been worse if it was longer; the half-season length forced them to tell the story differently from the way they usually do.

Clannad is great, too, because while it does fit their usual formula, it has a good, coherent story to tell.

The others...erm...Kanon is tedious and has an ending that doesn't make any sense, Air makes no sense the whole way through and has an arbitrarily tragic ending. I couldn't even sit through Little Busters; the cliches and moe overdose were too much.
