Are you american?

It doesn't really matter where offices are or where servers' hosts are located in regards to websites on the Internet, since it is the Internet after all.
There are quite a few "American" websites (that I know) that are typically more frequented by people from foreign countries, generally Europe.

And then there's the whole "American" thing. People take it to just mean people from the United States, but it includes everyone on any continent with the name "America".
