I think this has happened in just about EVERY anime I have watched, a character says "I will never forgive you!" and the person that he/ she is saying it to looks so distraught, as if their world was coming to an end. Can someone please explain this phenomenon? I mean, I would be upset if someone said that but not nearly to the degree of the characters I have seen, or am I missing something?

I think it's bad ass. I've done it to a few people and tried to make that face, but end up with a constipation look.

The person who said "I will never forgive you!" most likely implies with much emotion, though it may be temporarily. It can easily be misunderstood by the person who is being yelled at. To the person saying it, it's just a "blowing off steam" but how does the other person know that? The one who got yelled at is probably thinking "What have I done?!" Or "Please don't let this be happening!"
I guess you could think of it this way. Have you ever told anybody in your life you hate them just because you're angry for a moment? Hate is a word meaning deep, deep rage and anger towards an individual. But you never really meant it right?
Anyway, because a person is so important to another and that important person says something like "I will never forgive you", it can easily tear down someone's world.

I always chuckle whenever I hear that phrase especially in an action series. Yeah, the bad guy who just killed or hurt your family, friend, etc., is going to go home and cry.

In a society where forgiveness is of such great importance, that phrase holds a lot of weight. Also, given that at times, defeat leads to reconciliation, understanding, and even friendship between adversaries, the idea that someone is beyond any hope of forgiveness has serious implications. It's saying a person is beyond any hope of future redemption or trust.

I guess it just depends on who's saying it... someone who is insanely emotionally frivolous could probably say it to you and you'd just think nothing of it, they'd probably change their mind a day later. It's worse the case when it's someone who'll usually let anything slide and yet THIS(whatever THIS is), makes them lose all faith in you in regards to whatever you did, that's when you'd probably feel like crap. Of course all of it relies on how close you are to the person.
Basically the more important that person to you, the more it's supposed to hurt you... in theory. Try it out, sellout a best friend so that they say it to your face, then reap the emotional results -- On second thoughts don't, that would be bad.

It goes along with "I won't forget this" and the one thing that pops into my head when I hear it is. I should hope you wouldn't forget it. It was embarrassing getting your arse handed to you, and it's generally a good idea to remember it before it happens again.

I can only assume this happens because anime is such a visual medium, that they have to over-exaggerate the facial features to better delver the emotion........that, or because.........eehhhhh, I guess.
