Its dependent on the situation.
Some characters say it because they've gone out of their way to help them yet it's thrown back in their face. Sometimes it's a joke just to wind the characters up.
Yet it's mostly done because the one saying it has been betrayed, humiliated or beaten unfairly. Thus they say it as a means to establish their hatred, the fact that they've been tricked and what all to know, they'll have no regrets in stopping/killing them.
It ultimately shows just how A, badass the speaker is and B, just how evil the other person is for the speaker to say it.
