I'm not quite sure how laptop/desktop DVD/BD players work so I can't answer you; I do know that VLC can work with DVDs/BDs from other regions (without changing the region) but its quality is terrible compared to other media players like MPC-HC although I'm not sure how MPC-HC works with DVDs/BDs.
Ah! I don't know the tech stuff either, but I was told you had to hack the drive on the PC/laptop first in order for VLC to even be able to read the data. Now I just don't know anymore. Guess I'll have to try it on my PC with some of my friends imported DVD's.
On an entirely separate note: Love your username. That's one of the more underrated and under appreciated shounen anime out there IMHO.
