It's probably really early to start making simulcast predictions but based off the current chart:

Funimation

Attack on Titan- It's a Kodansha series and given how mainstream the title is it seems like a no-brainer
To Aru Kagaku no Railgun S
...
Yamato 2199 will get licensed since the rights for that franchise are a bit weird from what I've heard. If it does get simulcast it'll probably be Funimation though.

If Funimation gets two of those three, I'll re-up my Funimation Elite subscription.

I'll be happy provided anyone simulcasts Railgun S. After Index II getting shut out back in fall 2010, I can't say I'm brimming with confidence. That said, spring 2013 isn't fall 2010, so I'm not overly pessimistic either.

While I would be amused at the prospect of CR getting it instead of Funimation (which would certainly please viewers in other countries more), I am somewhat hopeful they will announce both that they will be simulcasting Railgun S and have licensed Index II. (It arrived about 3 months after I cut off watching fansubs, so I have yet to see it).

I wasn't surprised by Index II getting shut out in Fall 2010, given the materials problems Funimation was having with Index1 and Railgun1. If Funimation pays 1/3 of the MG on signing, 1/3 on materials delivery and 1/3 on home video release, and doesn't see a profit until after home video release, signing Index II when Index I materials have gone undelivered for over a year is making an interest-free loan of 1/3 of the MG for an indefinite period of time. And puts them on the hook for all three sets of material to be delivered at once, with 1/3 of the MG for each due at once when they would clearly pace out the release schedule.

So I'd not be surprised if Funimation keeps "negotiating" Index2 until they think the timing is good for the next release in the franchise, and licenses Railgun2 with a streaming only license at first.

Obviously if sales of Index1 and Railgun1 seriously disappoint, they could also give both a pass, which would not be for the best, even if it allowed Railgun2 to get up on Crunchyroll

I assume the third Shakugan no Shana series was also Geneon Universal, so the fact that Funimation got that as a simulcast holds out some hope.

It should be noted that was when the were partnered with Nico Nico, which had no problem streaming Index II in Japan when it originally aired. If there is any precedent of Funimation simulcasting a Geneon Universal series while on their own, that would certainly raise my confidence level.

Jormungand and Jormungand Perfect Order are Geneon Universal productions that Funimation simulcasts, though I don't know whether Geneon Universal handles international licensing.

Space Brothers will move to a different timeslot in the Spring so we know that will be continuing. Starting April 6th, it will move to Saturdays(Japanese time) at 5:30 p.m JST. It's current timeslot is Sundays at 7 a.m.
http://www.animenewsnetwork.com/news/2013-01-30/japan-ytv-to-move-space-brothers-to-saturday

The ANN articles notes that this new timeslot airs before Detective Conan. I am very happy to hear that Space Brothers is getting a fantastic time starting in Spring.

With that timeslot it's sure to receive some great TV ratings, probably in the 5-8% range. I remember that Kekkaishi was pulling in ratings over 8% when it was airing before Detective Conan, although the timeslot was different back then.

Moetron has their Spring 2013 page up. Nothing for Spring yet from Neregate(and I have no idea when Animucharts will do theirs)

http://www.moetron.com/2013/02/01/spring-2013-visual-guide-and-anime-schedule/

EDIT: Moetron lists a DBZ/One Piece/Toriko crossover special that airs on April 7th at 9 a.m JST on Fuji TV. The TV special is called Dream 9 Toriko & One Piece & Dragon Ball Z Chou Collaboration Special!!. ANN has a link and notes that it is a one-hour special.

Since this one will stream on a website on March 12, it technically counts as a spring anime:
http://www.animenewsnetwork.com/news/2013-02-06/cyclops-shojo-saipu-comedy-manga-gets-web-anime

I get the impression this will a single episode special, rather than a ONA series.

An anime based on a children's fairy tale book has been confirmed for April. Boku wa Ou-sama will premiere on April 6th at 9:30 a.m JST on BS11. FansubDB lists this, Countdown does not.
http://www.animenewsnetwork.com/news/2013-02-06/boku-wa-o-sama-fairy-tale-classic-gets-1st-tv-anime

EDIT: FansubDB has Rou Kyuu Bu! SS which is the second season of Rou Kyuu Bu listed as a Summer 2013 series. It will be interesting to see if anybody streams it since Warner Japan bought back some of the rights to the first series(TheAncientOne can probably confirm if Sentai/TAN still has the streaming rights.).
