Sword Art Online(pretty recent)
Zero no tsukaima
Ai Yori Aoshi
Shuffle(more like a harem, but it was still enjoyable)

Kimi ni Todoke
Pet Girl of Sakurasou
Gosick
Spice and Wolf
Chobits
Mysterious Girlfriend X
Dusk Maiden of Amnesia
Angel Beats
Say I Love You
Kokoro Connect

All of those are either primarily romance or heavily feature it if its not the primary focus, and they are all worth watching in my opinion. (I omitted titles from the OP since they were looking for suggestions, but I love Toradora!)

With the exception of Special A (only because I haven't seen it yet) I would have to agree with all of those.

KimiKiss
Amagami SS

Those weren't bad but not on the same scale as Nagisa & Tomoya from CLANNAD.

ef - A Tale of Melodies is pretty awesome as well. Very heart warming. I think it is better than the sequel ef - A Tale of Memories

Ai Yori Aoshi isn't bad but there is a lot of comedy involved in that one which distracts from the relationship but it still has a high "awe" factor to it. It's along the lines of Ah! My Goddess.

I was researching some anime for my friend to watch, I came across this reddit/ anime post that was incredibly helpful.

The romance genre is my forte I would believe when it comes to anime and manga. Anime more than manga as I just now started to read romance manga a few months ago.

Anyways, you have been given some great choices by the community here. I want to give you some choices to look into as well if that is what you are searching for. I am not going to bother with others have said so some of mine will surely overlap other recs you have been given.

Also if you look at my MAL, you will see that a lot of anime I have listed have scores of 8 9 and 10. Those aren't my opinions on the shows but merely a way to congregate more choices in those genres on rec generator lists.

i will try to give you series that have a definitive outcome. Ones that I mention that do not have a definitive outcome, you can consider them ones that I enjoyed wholeheartedly as I am not the biggest fan of incomplete series

[1] Akane-iro ni Somaru Saka Typical harem drama based off a visual novel. Not many people like these and are passed off as trash. I recommend this one as it has some decent drama and is only 12 episodes so it shouldn't take up too much time.

[2] Bakemonogatari Not exactly a romance but the romance element of it is surprisingly good. Continues in Nisemonogatari and will have more seasons in the future.

[3] Eureka Seven One of my favorite romances ever. The show isn't a romance but it is a huge part of it. I heavily recommend this as it has some tearjerking moments and great drama in the later episodes.

[4] Girls Bravo Typical Harem "trash" but surprisingly good in my opinion once the story gets started. Doesn't have that definitive one girl conclusion but surprised the hell out of me as the end came in a good way. I was happy the way it turned out.

[5] Goshuushou-sama Ninomiya-kun I don't really remember much about it as it's been a while but I have in my MAL notes that there was no conclusion but it was a very satisfying end. I believe I enjoyed the comedy in this one a lot but can't remembe rmuch else so take that how you want.

[6] Highschool DxD No resolution but it the source material hasn't drawn to a close yet. I thought the first season was extremely well done for what it is which is Harem "trash" but not your usual trash. Great story which decent romantic development.

[7] Hoshizora e Kakaru Typical harem. Has conclusion. Based I believe off Visual Novel. Feel free to pass on it but only mentioning because of conclusion.

[8] Hyakka Ryourani: Samurai Girls I enjoyed the story but you will probably be hard pressed to find anyone else say that. Has a decent romance plot and here is where it gets tricky. It apparently has two ending. One bittersweet and one that turns bittersweet into happy.

[9] Kiss X Sis) What can I say. This is nothing but fan-service romance with a tinge of plot. Most people who watch this only watch it for the fan-service. I found myself enjoying the tinge of plot at one point so you may find use of it. Has a decent ending.

[10] Ladies versus Butlers Think of this as the same as Kiss x Sis fan-service wise. It's there for fanservice and little more. The only reason I mention it is because it has some romantic situations that are rarely seen and quite enjoyable. You will be irritated with the ending however.

[11] Love Hina This is a big one that's usually mentioned often. I have heard that the manga is better but I haven't got around to reading it yet. The anime was good with some great drama at the end. I recommend looking into it.

[12] Lovely Complex Hands down my favorite romance anime and manga ever. This one does not get talked about enough because it's overshadowed by Toradora as it is quite similar to it. I highly recommend this be on your list to watch first right now.

[13] Mashiroiro Symphony Typical Harem, Don't remember much but I have it marked as having a conclusion. Take it or leave it.

[14] Myself ; Yourself This is a definite watch. It's also not for the feint of heart as the later episodes are quite mature in content (not sex-wise but dramatic-wise). I recommend this one and it's only 13 episodes so it shouldn't take too long to belt out.

[15] Onegei Teacher A lot of people recommend this one because they say it does romance a little bit differently. I am against that as this has the same old tropes as the rest of the shit that pisses me off about romance such as the last moment kiss interrupt or the weak and feeble can't make a decision for himeself protagonist. HOWEVER, It has a good story and decent conclusion and is worth putting up with the bullshit to get to it.

[16] Shakugan No Shana) You want action romance? Here it is. there are 72 episodes to get through but I say it's worth it if you're looking for a little more than just romance. Has a great story that gets a bit conveluted in the final season but pulled it off where I was satisfied.

[17] Shuffle! This is where I would say "Typical Harem Trash" but Shuffle! gets my respect. One of the only Visual Novel based Harem anime that I can recommend with pride. The first half of the show you get your typical harem situation but the second half is where this anime outshines everything in it's pathetic harem visual novel based genre. One of my favorite anime endings EVER.

[18] Strawberry Panic Don't think we were getting through this list without a little bit of Shoujo-ai. It's not perverted. It is very well done in my opinion. Very love-triangley if that's your thing. Has some pretty hard tear-jerking moments. I highly recommend it.

[19] Toradora Of course this is going to be listed multiple times by now. It is what everybody holds as the top-tier in romance anime and I would agree if not only for Lovely Complex.

[20] True Tears Really good and short anime that I will recommend but to me the ending is a little hard I would say. You would just have to watch it to see what I mean.

[21] Yosuga no Sora This is quite the controversial anime because of it's incestuous subject matter. However it creates great drama and can conjure up feeling that you probably haven't felt with romance anime before. I recommend it just because of it's difficult subject matter.

[22] Zero no Tsukaima Yes yes Yes. Just like Shakugan no Shana, it's your action romance. The third season has a bit of a drop-off in quality but the final season makes up for it. I recommend it higher than Shakugan no Shana.

[23] Acchi Kocchi Cute short series that I hope gets a second season. The official couple isn't a couple but their chemistry with each other is more than enough to mention this one. The cutest anime i've seen in a while.

[24] Amagami SS Sometimes weird. Sometimes sweet. Always annoying protagonist. The show is fine if you can get past the main guy. It has 6 different romantic stories split up in the form of "What if". Like what if it happened this way instead of that way. Each story has a conclusion but one which concludes in the sequel Amagami SS+ which is the same style as the first season but with just epilogues for the stories.

[25] Lamune Slow slice of life that focuses on only one couple. I haven't seen it through but it's premise is to show how close the couple is and how they wound up together. When I say slow, be prepared to just kind of sit there and yawn at some points. The only reason I will stick it out is because it seems to be a good romance.

[26] Nazano Kanojo One of my most anticipated stories. I haven't seen all the anime but have read most of what the manga has to offer so far. Am really enjoying it.

[27] Mayo Chiki I want to highly recommend this one but I am somewhat afraid to. It's one of my favorite anime as of late but I am not sure how it would be taken if I said I enjoyed it. It has a situation I enjoy which is the love interest is forced to hide the fact that shes a girl. Has a lot of action. Hoping for a second season.

I don't typically watch romance anime, but I did really enjoy ToraDora! and Ef a tale of memories. Two very good romance anime's that took me out of my action/scifi norm. I also enjoyed the first season of Shakugan no Shana as it was a great combo of fighting, fantasy, slice of life, and romance. Season 2 gets meh, and Season 3 makes you wonder how they turned such a good story into horse poo.

Yeah but I'm probably not the kind of guy you'd expect to like romance hahaha. I also forgot about fortune arterial, that one was pretty good but the manga was better in my opinion.
