Given this announcement, http://www.animenewsnetwork.com/news/2013-01-16/sentai-filmworks-adds-akb0048-tv-anime
I imagine that Crunchyroll will have the first season as a catalog title.

Or that explains why they don't have it. On the other hand, Sentai has been known to put their shows on both TAN and CR in the past, sometimes, so it could happen this time, too.

The announcement means that Sentai has licensed both(it mentions 26 episodes) and I see no reason for Sentai or Starchild Records to not let Crunchyroll stream the first season when Crunchyroll is streaming the current one.

Yes. Typically DVD distributors are MORE willing to stream catalog titles being released on home video than they are to stream simulcasts, so if Sentai licensed the simulcast, since streaming alongside a home video release is seen as part of promoting the home video release.

So odds are good that they will license the catalog title to CR if they licensed the simulcast.

However, since catalog titles don't generate the same income, it could be delayed a bit, with the materials delivery determined by Section23's production schedule and/or TheAnimeNetwork's cable video on demand scheduling.
