It can absolutely be considered art. However cliche it may sound, the perception of beauty is subjective. If you really think a tipped over trash can is art, so be it (you might want to chill on the drugs, though). I find cave paintings to be very interesting and beautiful. Even though they are primal and there is not much depth, I still consider it art.

Anything can be considered art really. Art is such a subjective term that it doesn't have a clear definition.

it kind of depends, i dont think anything with magical school girls could be considered art, i think mainly the story is what makes it art. It has to be something that you cant stop watching and it's just something you just want to see it to the finish. My favorite is history strongest disciple. I loved that show cause there was soo much i can relate to, in how i felt weak and needed to get stronger, also how i had to go through hellish training to just reach a level where i felt comfortable on and just wanted to keep growing... I did amateur boxing so getting bruised and pummeled was a daily occurrence at my gym soo that's probably why i liked that show so much haha . Art is something you could relate to (my opinion) and it just makes you feel good watching it and seeing it. And it was also the first show that made me want to read a manga to see what else goes on in the story, making it my first manga i had ever read. So i think yes anime could be art but it just depends on the person with the same interest of seeing it that way. It goes the same with music, games, books almost anything, but then again it's just my opinion

If Charles Saatchi can put a partially dissected formaldehyded cow on display in his gallery and call it art, I would think that the least a critic could do is call anime art.

Sometimes it can.
Other times, not. It depends on what work it is.

For instance:
Kino's Journey, Mushi-Shi and Haibane Renmei - art.
Eiken Club, Ikki Tousen and Seikon no Qwaser - NOT art.

Well if you have such a low (non-existent) standard for what is art, then good for you.
Personally, I demand something more that crap smeared on paper to consider something to be art...

Simply liking something doesn't mean something is art. I like frozen pizza. That doesn't mean frozen pizza is art.
