for me, it's a toss up between these five ladies:

Nanoha Takamachi from Mahou Shoujo Lyrical Nanoha series: very kind, determined, trains people, has a tendency to "befriend" people, and very protective of her adopted daughter, the White Devil is number one on my list for a reason.

Fate Testarossa Harlown from Mahou Shoujo Lyrical Nanoha series: kind, smart, the kind of girl you want to hug at a moment's notice, very protective of kids, able to kick ass when needed, what more can a guy ask for?

Yui Takamura and Cryska Barchenowa from Total Eclipse: one is a imperial tsundere that breaks down into a flustering mess and gets jelly around the main character while the other is a socially awkward person around certain topics before adapting to them in time.

and finally Shana from Shakugan no Shana: the Flame Haze tsundere that kicks ass and be in a blubbering mess at times. oh yeah, she's good in my book.

...I can't help but notice that the girls I listed can and will kick ass to some degree but then again, I love ladies that can kick a whole lot of ass
