Could anyone explain why there are two prices for shipping? I want to buy two and there is $5.99 shipping for the sets each. I don't understand why there is an additional $17.97 in shipping costs.

There is shipping per item. So it will be box set + $5.99 and Box set +$5.99.

Where is the extra money getting thrown in here?

Crunchyroll are limited in what they can do. Still a rather small company of 100 000 ~ ish (premium users) All down to licensing if a company allows an item to be licensed in country A it becomes available. If they do not license it for country B it'll stay unavailable to a point where they see a market in that country where they can make money from.

The dvds are also region locked, so they can only be played on a device that plays region 1 (USA) dvds. Because of this region lock, dvds are not allowed to be shipped outside of the United States.

I don't quite understand either. After I purchased the dvds the extra shipping costs were removed. It worked out in the end for only being $22. For some reason it showed two different shipping costs that added up together to make the price go up.
