With catalog titles, it is best to assume they are for the US and Canada only, since it is rare that they are aren't.
The reason for this is that they are typically from a U.S. distributor, who has no other rights to give. They are also often already available on another U.S. streaming service (Hulu for this one), which likely translates to a very low minimum guarantee for CR.
Although there may have been something in the interim, the last notable catalog titles I can recall having any international exposure was the batch acquired directly from Kadokawa (back in 2010, I believe).
If international viewers want more catalog titles, try convincing your local anime DVD/BD licensor that streaming on CR is a good promotion tool, and most people that aren't going to buy are probably watching fansubs, which pay them nothing (vs. something from CR).
I already expected this outcome based on my experiences with catalog titles since I joined CR. When they have already been licensed to US and Canada, I imagine it would be pretty hard to get the rights for another countries. Unfortunately, even though anime and manga are very popular around here, we do not get as many titles in DVD/BD (either cause most people watch them from fansubs or are not willing to pay for them). In contrast to that, we have many famous series released in manga because we have many good publishers and people are still buying a lot of them. Gladly, many of us can import DVD/BD from US when speaking english is not a big obstacle.
