probably not harder but id wager 70% of their viewerbase is us and canada so when they have to pay out for the rights there probably isnt enough viewers to make it worth the cost, it is a business after all.

Cyclic logic though, they might have a lower european base because they have so many good animes blocked in europe.

It is a catch-22 situation. Lower subscription base = less anime, less anime = lower subscription base.

It would help if Europe could be licensed as one big block. The UK, for example, has only 20% of the population of the US, so even with all else equal, it would need to have 5 times as many anime fans per capita just to give it the same subscription base. Also, Canada normally is licensed together with the US, which makes the disparity a bit worse.
