Its not like Crunchyroll ever decides to leave regions out ~ its the rights owners who leave regions out.

Its not like Crunchyroll says, "never mind with Europe, we just want North America for that one", or "Never mind Latin America, we just want English Speaking Countries for that one" ... they always want worldwide outside Japan rights, its the rights holder that decides what's available or whether they'll accept Crunchyroll's offer. Its likely that the earlier Digimon were part of some kind of package deal, and since 7 year license terms are common, the rights may have lapsed in enough different countries to allow multiple regions to be bundled together. The rights for the more recent one (XROSS is listed as 2011) is probably more complicated.
