Takashi Natsume of Natsume Yuujinchou- he doesn't cry a lot, but when he does, it's too heartbreaking.

Lag Seeing from Tegami Bachi. Mother of God, that boy would cry in every episode. I understand he's young. But I have never seen a character cry that much before.

For any definition, I'd have to say Sunohara Yohei from Clannad.

If a more specific definition is given, then I could better come up with a character fitting its description.
