While shows that have poor plot and lots of fanservice do exist, there are also plenty of counter-examples of shows with very good plot and fanservice as well as examples of shows with little to no fanservice and minimal plot. Take Ah! My Goddess, for example. Some of the episodes that have the best plot development in the 2nd season are the ones featuring Peorth - the Goddess of Fanservice.

The key is whether the fanservice is also in service of the story or merely gratuitous. For instance, Freezing is a show that has tons of fanservice, some of which is reasonable in terms of the plot of the show. However, it also has massive amounts of gratuitous fanservice, such as
These type of things detract from the story, which is pretty good in Freezing, btw.

I find it less annoying when the show is funny. Heavy fan service is never a good thing. I like when it is just sort of thrown in there, as a joke here and there, but make it too severe or too much and it feels like the show has nothing to offer. Personally I only like very light fan service like cat ears and frilly clothes.

I, honestly, don't mind fanservice as long as there isn't too much of it. It makes me feel uncomfortable, since a nice slice of fanservice is for men and well.. I'm a chick. And my house is small. So people might walk into something like this.
And it's pretty awkward. But oh well.. fanservice will never disappear, so no point complaining about it!

I'd assume that if one is watching BL, ecchi, etc, then anything sexual is the raison d'être. I always took 'fan service' to mean visually sexual cues in stories that aren't necessarily sexual themselves. This season's Vividred Operation is a good example. Endless low shots from behind of spray-painted-on-bloomers while they talk about alien invasions seems pretty gratuitous.

Is it fan service when it helps drive the story? Kaze no Stigma comes to mind; they had a few upskirts, but they were addressed by the characters which helped establish the mood between them. Then again, they could have implied it without giving us the view, which plenty of anime do. Likewise, discussions on breast sizes that are so-important in anime don't necessarily require close-up shots--especially repeated ones across episodes. So maybe that counts as fanservice even if it is germane to the story.

Then there are shows like Seitokai Yakuindomo which didn't have a single panty shot or anything of the kind, but was one of the raunchiest shows I've seen, in any language. I don't know if a show that is filthy to its core but hasn't got a single sexualized image counts as fan service material, or just "audible ecchi," or what.

Not a big fan of fan service, but as long as the fan service is done in a fairly balanced manner they can fan around the fan service as much as they want.

One example would be Witchblade, which overflows with fanservice/ecchi - and I still (despite my stand on fan service) enjoyed it thoroughly.

I used to like fan service , now i just can't stand it. The reason why is probably because the amount of ecchi in anime has changed a lot over the years .
