But someone asked this and we couldn't even think of 5 Evil Loli's/chicks. Only ones I can think of off the top of my head would be Maria from Umineko or that Vampire chick from Shiki. Anyone know any more?

Here are some that might work. The problem is that most of them aren't really "evil", they're just antagonists or misunderstood. But you can take a look at some of them. From Mirai Nikki, Spoiler Alert! Click to show or hide Murumuru is pretty much a pure evil loli Medusa from Soul Eater (In her young form). Hecate from Shakugan no Shana (She's kind of evil, I guess?) Koromo from Saki (not really evil, but she is an antagonist). I've never seen the show, but there's probably somebody in Rozen Maiden. At least an antagonist.
