How generic can you get? Naruto isn't dumb in shippuden given how much he's changed now at this war. If you mean Naruto in part 1 sure I'll agree with you on that. If I were to give that impression, I'd be typing in CAPITAL LETTERS LIKE THIS WITH AN EXCLAMATION MARK! I You shouldn't make assumptions like that as people use punctuation to express their anger.
