The most romantic anime I've seen is "Kimi ga Nozomu Eien" I thought this was pretty good anime I really like the characters in this one and their problem being romantic ones or personal where difficult ones so it kept me entertain from beginning to end.

For me the most romantic anime was fushigi yuugi, love the romance part in it and there are some parts which are really heart breaking ^-^ all in all i love fushigi yuugi's romance part

yea this one was really good, it sucked me in so tight that i'd shoo people away while i was watching it and say

"back off I'm watching my soaps" lol

[EDIT] actually for romance....you should watch Another if you havent yet it's got a great love story

I'm sure people won't agree with me, but in my opinion, it would have to be Amnesia. I don't really know why, but there's just something about it.

I really liked (the vision of) Escaflowne. It has a very strong love story as well as a love triangle The animation is very good even though it's quite old now (1996?). It has a good plot and mechs but the main focus is romance, I promise.

Another that I've recently come to love is Hanasekeru Seishonen (hope I spelled that right). The animation is a bit lacking in my opinion, but I love the main character! In a way I guess they are very similar titles... Strong female lead, war, first love... Either one will suck you in after ep. 2 or 3.

It always animes that are designed to be romantic but with a bit of flare and colour thrown in that tend to win over the hearts of its views.
Say, 'I love you' an My Little Monster are good examples of this.

"Another" was pretty awesome really kept me on the edge of my chair but I don't remember much romance from it then again I marathon that thing in one day so I might have forgotten some stuff.

@Hibikinator yes "My little Monster" Was really enjoyable I don't watch that many shojou animes ( I think I've only seen 2 or 3 shojous) but that one was good.

As far as romance goes, I like a show that has one slowly build from something that was nothing [or hate. I love it when enemies fall in love XD] I got a list! Now, not all of these shows revolve around the Romance itself, but that would get annoying after a while so mixing it up is good!

Yup I also like slowly build romance or not as much concentrated romance couple if that's even a right term.
Also when i was watching Full Metal Alchemist I always wish Roy and Riza had more screen time but ya nothing happened in the end. Toradora was also fun to watch Taiga was actually my first time watching a Tsundere character, back then i didnt even knew what tsundere meant.

Library War, because it actually has a good conclusion to the romance unlike many other shows. Helps that the characters are actually very likeable, unlike many other shows.

Probably goes with the fact that the characters are mostly adults.
