Well, I can save both of them if they won't panic (I'm a good swimmer, lifeguard license)
But if one of them panics, then I would let him sink, and safe the one that doesn't loose his mind.
Also when someone is panicking you should let them get unconscious otherwise you might loose your life too and take them afterwards back up and swim to the beach or wherever to get on land.
And also this question can't be answered with a correct answer, there is not enough information about the distance from the shore, temperature of the water and so on.
So yeah it also really depends on how both of them would react, and not really who I love more, I just would safe the one that I could safe for sure.

Case one: save both of them. paddle are made to float, I think. give them the paddle to hold on to, the can even hold onto the boat, since, it will wood float.

Case two: same as case one, I don't want to live will guilt

good answer but as a fellow lifesaver, my take on this will be using the oars to tow them back to shore, there will less panic. psychologically as you made it clear you won't abandon them and also a floating oar gives some uplift to the person weight.

I can save more than one person before they drown, that question is an insult to me and my lifesaving skill, I actually had to do it yesterday as part of the bronze medallion course I have to do once a year to show I can still do it.

Yes, true the thing with the oar, but I was going out from the situation that panic will break out before the boat even sinks, at least that's how it goes for the most time. And then putting also the fact into the schema that they can't swim, they would probably panic even faster than a average person who can swim. Also it depends on how fast the boat will sink, and if you will manage to persuade both of them to follow your instructions. It really depends on how they will react and the surrounding conditions. As I said there is no correct answer to this question. Since it depends on the situation. There is only possibilities of how you would manage the situations with taking in mind of how their reaction will be and all the circumstances.

case 1: think we all get drown,i don't know how to swim

case 2: that's it,let them be together,and i'll try to use the paddle,, :D
maybe it will help me,not to drown,as long as no sharks.
