The only one that I can think of is Bob from Tenjou Tenge. There's a ton more out there. Btw, I'm changing your title to Black People in Anime. It's more broad that way.

Eden of the East has an african gent! In all seriousness the only show I can think of with an african american character in it who is important to the plot off the top of my head..... is Eyeshield 21.

Tried to avoid the bloody pricks who go berserk when I say black and Not 'African American'. Honestly, african american is just such a mouthful.

Tiger and Bunny has the flamboyant, but really amazing Nathan Seymour. I have a bizarre respect for that guy. Mostly because he's the only one out of the whole cast who owns his own company and sponsors himself. $$$

also, Kilik Rung from Soul Eater. though you'd be much better off going with the manga than the anime, because he's barely in the anime and is much more important in the manga chapters that went beyond where the anime ended.

The god of the zanpakuto seems pretty soulful if you know what I mean. (He's just in the manga)

There ARE series with black characters, however frequently they aren't well presented '~' (for example, sometimes they are drawn more cartoonishly. Japan doesn't have a very large black community, so sometimes they don't do the best job representing that demographic in their shows) I figured it would be better to put that out there ahead of time, because you probably will come across a few negative character portrayals in your search.
That being said, the shows that come to mind are Baccano!, Durarara!!, Soul Eater, Bleach, Tiger & Bunny, and Revolutionary Girl Utena (Akio and Anthy's ethnicity are vague. They might be black, or they might be Indian). I don't remember any of these ones containing poorly crafted characters, but some of them I haven't seen in a LONG time.
