Korea as the scapegoat would give China plausible deniability. I googled it and was amazed that you are right that the 2 Koreas are still officially at war. That's a long time to hold a grudge.

Well yeah, that is kind of the point of using a scapegoat in the first place. And yeah, remaining at war for 60 years is slightly ridiculous for both parties.

I agree, even this war on terror is targeted against a tactic rather than a specific country. And drones are certainly weapons of terror which would mesh with their methods. I read that 1 or 2 stealth fighters crashed or were shot down in hostile territories so I imagine China or Russia did some reverse engineering.
