No word has been released, so anything said is just speculation. Bleach holds some sentimental value for me so I do hope it make a return, but I have a feeling it won't be anytime soon.

There is at least a 6 step process when anime is started or restarted. The first is a green light announcement though sometimes there will be an announcement before that, usually in the manga magazine or a tankobon will have a "animeka" アニメ化 announcement or it will be in the twitter account of the show or the manga author. Then it takes generally about 6 months at least, often longer before you will actually see a show on TV or a movie come out.

There is a thread in the anime section here about green-lit anime and every season there is a thread about what shows are coming in the next season. Bleach is not on EITHER of these threads so there is no announcement which means the closest it could be to coming out is six months and a day... if they were to announce it tomorrow as being green lit.

I'm not certain 6 months is a hard and fast rule, but I certainly wouldn't expect them to be able to both ramp up a new production of Bleach in less time than that without some confirming fact leaking out (even if they decided to delay any green-light announcement).

Obviously the short form anime are an exception to the normal announcement to availability window (since an entire season requires only about as much work as a single episode of a normal anime). We've seen those pop out of the blue as little as weeks before they begin to air, although most are still announced 2-3 months in advance.

I am certain I have seen standard length single cour anime go from announcement to premiere in only a single season, although one has to wonder if those were not actually green-lit well before. As an example, take Freezing Vibration, which was only announced last week. It already has a promo with new animation. Even if the animation created was strictly for the promo (although it could be re-used in production), it seems this second series was in development well before we saw any word about it.

All that said, I think anyone looking for Bleach returning any time soon (i.e., this year) are going to be disappointed. Even assuming TV Tokyo and/or Studio Pierrot plan a return until the end of the manga is in site, and they could be confident of a filler-free run.

I don't think we will see the ending in anime form. From what I recall, in Japan, bleach didn't have that many people watching it and its ratings really plumitted.

And... just to prove you completely right about shorts, Teekyuu 2 has been announced, coming in July. Sorry, not exactly Bleach but for me, it is a happy day!
