I don't think anyone has the streaming rights to either of those shows at the moment. More info can be found here:http://anichart.net/chart?ch=spring13&cd=on

/Edit: found this for Date A Live:

The official website for the Date A Live television anime announced on Friday that the anime will stream on the Niconico service every week, starting on March 16.

If you mean outside Japan, no. If you mean inside Japan:

It is widely believed Funimation will stream Railgun S, and while I think that is likely, it is by no means certain. After all, while Nico Nico streamed Index II in Japan, no one did in the U.S., including Funimation, which had already licensed the first series and Railgun at that time. To be fair, mitigating factors were the whole Geneon Universal merger (which is what Funimation cited as at the root of the delay of getting materials for so many series they had licensed from them), and the fact that at the time Funimation was looking like they might exit the simulcasting game.

In the past, when it came to series that streamed first on Nico Nico, CR would get them the following season when they aired on TV (with Upotte! being the exception). In this case, however, the delay between Nico Nico and TV is only a few weeks.

Hmm...now that I think about it, weren't both Ebiten and Seitokai No Ichizon Level 2 (the two most recent Nico Nico first series) late announcements?

Let me check:: Well, I was half right. Seitokai No Ichizon Level 2 was announced on January 3, but Ebiten wasn't announced until October 12.

Another interesting tidbit about Data a Live is in the airing schedule:

If this is one of those situations where CR has to wait for the stations other than Tokyo MX to air it, we could be looking at two weeks beyond the initial air date before CR could stream it.

The situation is even worse for RDG:
