which anime has the best fillers

Hmm, tough subject. I'll list of the arcs I like before I get to my favorite

Naruto Shippuden may contains some of the worst filler arcs ever (Lotus of the Leaf, and Paradise of the ship arc), but there were some that I didn't even know their were filler arcs until much later (especially the first 3 filler arcs), that and some of them expanded the story, those type of thing are alright with me. but my favorite out of this series is the Power arc

Most of the Bleach filler arcs stink, but there is one I did like, the Zanpakuto arc. I did like how they expanded the mythos of the Soul Reaper/Shimigami and their weapons. Yes this arc last 8-9 episodes were stupid and the story once again shifts without any connecting again, but this arc was okay.

I really do like the One Piece filler arcs/episodes because I love the characters in that series. I do want to see more filler episodes in this series (I do like that this is the only anime series (that I know) that follows one chapter per episode, but man does it drag sometimes).

Now for my favorite, Cardcaptor Sakura. Not many know this, but the original manga only had 19 cards to capture, in the anime they expanded to 52 cards. So yeah, the episodes where Sakura does capture a card that isn't in the manga counts as a filler episode. And you know what, I love it.

Hmm~
I like most of the Slayers filler a lot. Bleach filler is terrible though.
Overall, I'm not really a filler fan.

EDIT: Oh, DBZ had some good filler too, even though some of it didn't make sense, such as the whole HFIL (hell) thing with Freeza and Cell down there.

I think anybody who was familiar with the original manga would have realized fairly quickly that the show was a good chunk of filler considering the card capturing part was the main focus of the anime with the romance aspect mostly cut out, whereas in the manga the cards were just a backdrop for the love maze?(I don't even know what to call it because everyone was in love with somebody else who was in love with somebody else) between the characters.

Generally speaking I don't like studio filler, and its not because I mind deviation from the story so much as I can almost always tell when a studio driven storyline "interrupts" the actual storyline. I tend to be very sensitive to writing style and studio work usually jars very heavily on my perception to the point I can tell when something isn't the original work even when I haven't read the original series it was based on. The one type of exception is when the studio goes wholecloth for a new interpretation on a series rather than sticking to canon most of the time and interjecting filler when necessary. Sometimes it doesn't pan out, but sometimes they create a work that is awesome in its own right, because it isn't busy trying to imitate but rather play homage to the original work. Two examples where this approach worked I can think of are Excel Saga and Martian Successor Nadesico, the latter of which I think is actually better than the original work. Card Captor is actually another example of this type of studio alteration and is why many people might not notice it being in there if they haven't read the series, as it at least remains focused even if it deviates from the original material.

Official "filler" almost never bothers me. By official filler I mean side stories created by the original author that are irrelevant to the core plot but used to expand on character development or to take a break from the main plot for whatever reason. Since the work retains the same feel it generally doesn't bother me as I'm not one of those people that needs to have a plot constantly moving at breakneck speed so that my attention span doesn't get lost, and the characters themselves are just as, if not more, important to me than the central plot. I mainly bring this type of material up because some people use this definition for filler, just as some refer only to studio material when referring to filler.

TLDR: Just in case no one wants to read my wall of tangental text and just wants to know what my favorite fillers are, they are Martian Successor Nadesico and Excel Saga, because the entirety of both shows contain consistent filler material that actual changes the shows into their own independent works rather than jarringly interrupt a work that tries to stick to canon.

Basilisk and Ergo Proxy, I'd say. I didn't even notice until after I finished Ergo Proxy and looked up extra information that there is any filler episodes, so that's definitely a plus. Basilisk has only one filler episode, I think, and it's just a flash-back that gives a taste of the characters' lives before they all started dying off.

EDIT:
Fate/Zero has only one filler, "Rin's adventure," which is nicely done.

Ahhhhh the irony of this thread. I really think Katekyo Hitman Reborn had the best fillers cause it usually included awesome fights and had content that did not appear in the manga yet like all of primo's family and all of the Arcobaleno grown up. But besides that I run for the hills when filler shows its face

Personally, it depends on the shows. Take Fist of the North Star. That show sucks even when it isn't in filler, so when the filler does show up and it is actually kind of humorous the show is actually kind of improved (EX: The guy who got shot out a cannon with a sword)

Excel Saga. Though the entire show sort of went off on a tangent eventually once they ran out of material hahah.

That reminds me...I forgot I need to finish that damn series! I've got up to 18...guess I should try and catch up
