I'm curious because I recently watched Tangled a couldn't help but see alot of classic moé characteristic in Rapunzel so I was wondering are there any Western Animation characters that you would consider "moe", and if not do you think it's possible to archive moé In Western Animation.

It happens all the time. Usually, it's just not as obvious, because few associate "moe" with Western animation.

Does moe sell in the west to the crowd that doesn't know about it and would only dismiss it? I'd say no, and the producers of mainstream media make what sells best to their target audience.

I think I'd actually categorize Disney-version of Ariel as western "moe", if I saw the movie for the first time at this age. (When she first becomes human and has no voice). A friend of mine was first to make that sort of weird connection. I think there's a lot of cases in western animation where you can categorize it as "moe", but since you're used to not think like that when you're watching it, you simply not associate it with that word. Which is why it seems so odd to think about.

I think Moe really needs more love in Western animation. It's kind of baffling that the popularity is so low, I mean... Just look at this video and you'll understand why I am so baffled:
