Lately I've notice goosebumps popup when I'm watching a show. The anime isn't even scary.

goosebumps are contracted muscles that depends on temperature and/or your state of emotions.

it's perfectly normal to have goosebumps when watching anime

There is nothing wrong with you. Fear isn't the only thing that causes goosebumps. It's also perfectly normal to experience them when, say, someone is making a powerful speech. It's a good thing that you're getting goosebumps because it means you must be really enjoying the animes you're watching.

This actually something I regret about half hour anime slots, because I feel like 22 minutes of actual story arc is rarely ever enough to emotionally invest you in what's going on to the point where it can really get your adrenaline rushing. There are exceptions, obviously, but most of the time the emotion doesn't reach its apex. Even when you're marathoning a series after its completion, the tension usually drops between each ED and OP simply due to episodic pacing.

This is one thing that made Death Note so amazing, since they not only consistently reached adrenaline highs in many of their episodes but also consecutively built on the tension from episode to episode really well.

Plus they used their OP to pump you up before the episode even started so you were in the right frame of mind.

More shows should use their OPs like that, it's a waste that they don't really.

Depends on what anime it is for me and genre. That's actual normal to get these 'goosebumps' though especially if you're anticipating something or if you're surprised by some sort of revelation.

It's the same as listening to music and stuff. If it resounds deeply enough in your emotions and hits the right spots, you can get shivers and goosebumps and stuff. I don't think I've ever had that with anime (not that I remember), but I always get it listening to loud music.
