Yes.

From the announcement message at the start of this topic:

Subscribers can watch the latest HD shows an hour after they air in Japan, as well as view more than 600 shows with professional subtitles. You can sign up right from Apple TV or access your existing account. Not a subscriber yet? You can watch a limited selection of free anime to get you going.

It's impossible to watch a limited selection of free anime if it won't work on Apple TV without a paid subscription. I've been trying to log in and just keep going around in circles without any error message about what's happening.

I would expect the "limited selection" (probably first episodes of simulcasts) would work without logging into any account. A review on a blog I found appears to confirm this, stating, "f you don’t have a membership, you can watch the first episode of each of 20 or so anime series, and a comparable number of Japanese and Korean dramas".

In fact, being premium only, there is very little reason for it to bother with letting standard members log in, as they would gain nothing over a viewer that didn't log in, given the very limited selection.

Unfortunately, I don't have any of the premium-only devices (Apple TV, PS3, PS4, Xbox 360, etc.) to test it with, only devices that also allow free viewing (Roku, iOS, Android).

The system should still let free members log in and then limit the content available, otherwise it's just confusing. I tried to log in, it didn't work and just sent me right back to the login screen with no warning, error or explanation. I thought the login was just broken.

does it work outside of the US? middle east?

the app is already available on my apple tv, but I'm not a paid member (yet)

Buried in the announcement message for the app:

Available worldwide ex Japan

As noted above, you will need to be a premium member for it to be of any practical use.

As a free member, you can't even sign in. You should be able to view a handful of episodes without doing so, however, which would be useful to test how it works for you.

I signed up for the membership to be able to access content on my AppleTV. Unfortunately I haven't been able to access certain titles. Are Watamote and School Days not available at all on mobile devices? If some titles are only going to be accessible through a computer, even with a subscription, then I don't see the benefit of paying to get a limited selection on mobile devices.
